Vicki Parks
Chief Executive Officer
Vicki Parks brings more than two decades of healthcare operations experience to Wythe County. She is known for an impressive operational track record, in addition to her dedication to quality care, ability to unite teams behind common goals, and commitment to her communities. During her time as COO at Wilson Medical Center, Parks oversaw the execution of a $120 million, 5-year master facility plan, all perioperative and ancillary services, contract management, physician recruiting, strategic planning, security and emergency management, and all operational changes driven by the hospital’s response to the COVID-19 pandemic. Prior to her time at Wilson, Parks was chief financial officer at Jackson Purchase Medical Center, in Mayfield, Ky., and at Murray Calloway County Hospital in Murray, Ky. She also was chief accounting officer at St. Vincent’s Health System in Birmingham, Ala.
Donald Hayes
Chief Financial Officer
Donald Hayes brings more than 19 years of healthcare experience to WCCH. He has a strong record of accomplishment in financial accuracy with emphasis on multi-system interfacing, conversion/implementation of new systems and achieving facility operating/financial budget objectives. He has broad experience in financial reporting, analysis and budgeting. He holds a Bachelor of Science in Accounting from the University of Virginia College of Wise located in Wise, Virginia.
Theresa Dix
Chief Nursing Officer
Theresa earned her Bachelor of Science degree in nursing from King College in Bristol, Va., where she graduated Summa Cum Laude in 2009. She also received her master’s degree in nursing from Walden University in Minneapolis, M.N., in 2016 and graduated Summa Cum Laude. Theresa is a member of the American Society of Professionals in Patient Safety. She served on the Brock Hughes board for five years and the Virginia Hospital and Healthcare Association Quality Council for three years. Theresa has her Multi-State Privilege Nursing License and is a Certified Professional in Patient Safety.
Rachel Nelson
People Services Director
Rachel is an accomplished Human Resources Director with five years of progressive experience in the healthcare setting. She leads HR operations with a strong focus on employee relations and engagement, playing a key role in fostering a positive, inclusive, and high-performing workplace culture. With a strong commitment to fostering a culture of excellence, Nelson strives to align HR initiatives with WCCH’s mission of making communities healthier.
Nelson brings a strategic yet people-centered approach to HR leadership, partnering with hospital leadership to support talent development, organizational effectiveness, and staff well-being. Her expertise in resolving complex employee relations matters and driving engagement initiatives has helped strengthen workforce morale and retention across all levels of organizations.
A Southwest Virginia native, Nelson and holds a strong commitment to serving the area she was raised in and still resides.
Nelson is currently enrolled in a dual program Bachelor of Science with a concentration in Human Resources and Master of Business Administration, demonstrating her commitment to continuous professional growth and leadership excellence in the dynamic healthcare environment.
